How to Appeal Parking Citations

If you have received a citation that you believe has been issued in error, or that there are grounds for dismissal of the citation, ASU Parking and Transit Services provides avenues for appealing the citation.

Appeals may be submitted online at MyParking Online Services, in person, by mail or fax. All appeals must be received within 14 calendar days from the date the citation was issued, exclusive of the day of issuance. Appeals submitted outside this time frame will NOT be accepted and may result in a No Action Taken.

The appeals process begins with a first-level review by the ASU Parking and Transit Services appeals office. Should you find the ruling unsatisfactory, you may proceed with a second-level, then third-level review, if necessary. Appeals resulting in a judgment of No Action Taken may not be escalated to the next level of appeal.

A. First Level - Appeals Office

Any person may appeal an ASU parking citation. A written appeal must be filed with the Parking and Transit Services appeals office within 14 days from the date the citation was issued, exclusive of the day of issuance. Appeals may be submitted online, in person, via U.S. mail or faxed to the parking office (Downtown, Polytechnic, Tempe or West) at the campus where the citation was received.

Upon reviewing the written appeal, an appeals officer may dismiss, modify, transfer, uphold or Take No Action on the appeal.

B. Second Level - Parking Citations Appeals Board (PCAB)

Appeals officer decisions may be appealed to the PCAB. The PCAB is an independent board comprised of ASU faculty, staff and students. After the citation is paid in full, a written appeal to the PCAB must be filed with the Parking and Transit Services appeals office (Downtown, Polytechnic, Tempe or West) within 14 days after the decision date of the appeals officer, exclusive of the day the decision was made. The appeal must state, in detail, the grounds whereby it is believed the appeals officer erred. The appeal must be accompanied by a receipt issued by Parking and Transit Services indicating that the citation fine(s) are paid. All PCAB hearings, regardless of which campus the citation was issued from, are held on the Tempe campus. The PCAB may reverse, modify, or affirm decisions of the appeals officer. Dependent upon ruling, fine(s) may be refunded when there are no other outstanding charges against the account.

C. Third Level - Judicial Review

If you are not satisfied with the judgment of the PCAB, your next recourse is to file with the Maricopa County Superior Court. More information
